Finland’s Koverhar Harbour Secures Role in Noatun Offshore Wind Farm
Euroports and OX2 sign LOI to establish Koverhar Harbour as a key logistics hub for Finland’s 5.2 GW Noatun offshore wind project, starting in 2030.
Finland is laying the groundwork for one of its largest offshore wind infrastructure commitments to date, and it all begins at Koverhar Harbour. At SA Operations, we’re closely following this significant development between Euroports Group and the Noatun offshore wind project partners—OX2 and Ålandsbanken Fondbolag—who have signed a Letter of Intent (LoI) to position the harbour in Hanko as the logistics backbone for the Noatun North project. According to Euroports, this collaboration could also extend to Noatun South, giving Koverhar Harbour a central role in both builds.
The timing of this announcement—made during the WindEurope event in Copenhagen—is strategic. As offshore wind projects scale in size and complexity, securing adequate port capacity has become not only a logistical challenge but a competitive edge. Noatun North, set to begin construction in 2030, is projected to require vast infrastructure for the storage, assembly, and transport of wind turbine components. Euroports confirms that Koverhar already offers a solid foundation for these demands and can be rapidly upgraded for large-scale offshore wind logistics.
This move is a long time coming. Earlier this year, the Port of Hanko and Euroports signed a broader agreement to explore the harbour’s development for offshore energy. Now, with the Noatun partnership in place, the plan is gaining real momentum. Frédéric Platini, CEO and Vice Chairman of Euroports, called this agreement a defining moment for offshore wind in the Baltics, noting that Koverhar Harbour is set to become “a vital node in the offshore wind supply chain.”

OX2’s portfolio for Noatun is impressive. As of now, the combined Noatun North and South projects are expected to reach a total installed capacity of 5.2 GW. According to information on OX2’s official website, Noatun North alone could see the installation of approximately 340 turbines, generating nearly 20 TWh annually. Noatun South follows closely behind with around 310 turbines and a projected output of 18 TWh. Environmental assessments began in 2022 following the Åland Government’s green light for site investigations, underscoring the projects’ commitment to compliance and sustainability.
